Free Information Law?
China will enact a statute on disclosure of information about government in the year, a high official of the State Council said yesterday. Most of countries have their free information acts, by which citizens are free to see and check government documents and files.
After the regulation was passed, the government has a compulsory obligation to disclose some information to the public. To be disclosed will be usually. And to keep secret and undisclosed will be an exception.
In 2003, Guangzhou Municipality passed Regulation on Disclosure of Government Information. However, until now, the regulation has little of effect, because, on the one hand, few people know the regulation; on the other hand, to disclose information will expose more corruption in the government, so the local government is not delightful to put them under the law, especially to disclose many documents relating to contracts between government and companies.
